Oh, there's also the simh emulator, which emulates old mini and mainframes like the PDP10 some of which used sixel. (Along with another graphics api called ReGIS)

Regarding the MAME licensing, MAME changed their license from a no-commercial-use to [GPL/3BSD](https://docs.mamedev.org/license.html) a while ago. It's possible the code in the patch comes from the pre license change versions....
