I‘m having the same issue on a server based on paper. I tried adding the -Dfile.encoding=UTF-8 flag and the issue is still the exact same.

I also noticed that if the JAVA player types normally it would be "chat.type.text" recieved, but if I typed with "/say" it would be "chat.type.announcement". I dont know if this...
