You mean Ok Google not working? you need hotword blobs to enable this option with Pixel Google app. you can find on telegram group. This also mentioned on Troubleshooting guide.

Probably, china banned it to set as default assist app so i can't do anything about it.

try manually download language pack of Google text to speech, and Google app

Go to Google app > settings > voice > offline speech > Download lang pack. also which lang you are trying for assistant voice typing? ENG or JP or DE?
