To my knowledge from using it on my 1.19.2 server, it does support 1.19. Whether explicitly stated or not, it appears to support 1.19.

Are you sure that the plugin is loading correctly? You can check the logs to make sure but if it is then test this command and see if it creates...

Have you tried updating your server .jar file to the latest version provided by paper?
