How to implement Virtual Service IP in weave?

I notice that someone commited a similar issue in 2015: [IP load balancing](https://github.com/weaveworks/weave/issues/1213) and it was added to [milestones](https://github.com/weaveworks/weave/milestone/43), but it doesn't seem to have been solved.

same here, I roll back to version 0.1.10 and it works fine
