I have the exact same issue listed. Downgrading the nuget to 1.3.7 working for me. Thank you.

Entitlements are different for release and debug. production is set. development may be what is needed.

Modal navigation not working when the window is not active

I closed the issue https://github.com/dotnet/maui/issues/21158 as it is a duplicate. Thankfully @jayhayman-hdd work around is working for me currently. I hope this issue gets fixed soon though. Thanks Jay!
