LDAP with StartTLS does not work when using the default port 389

TLS encryption is not active when using the default port 389 (according to config report). I think this is due to this line: https://github.com/owncloud/user_ldap/blob/5b09f2ebfabf798d92cd57c0bfeeb62a272bb8c8/lib/Wizard.php#L1332 It's conflicting with this line: https://github.com/owncloud/user_ldap/blob/5b09f2ebfabf798d92cd57c0bfeeb62a272bb8c8/lib/Wizard.php#L1330
