Docker instructions

I see that there's a Dockerfile included in the repo, but I'm not sure how it is to be used. It doesn't contain instructions for building any of the VAL...

Broken links on homepage

The links under "Resources" on the homepage (https://nms.kcl.ac.uk/planning/software/val.html) are broken. Maybe these are obsolete, but then it might be good to remove them.
