After more tries, it seems to be the case when sub sections are too short, like one line long. It is shadowed by the banner completely and it mess up...
Small update on this: Sean Corfield added recently a wiki page [for Windows users](https://github.com/clojure/tools.deps.alpha/wiki/clj-on-Windows) of [tools.deps.alpha](https://github.com/clojure/tools.deps.alpha). That is still in alpha but hopefully it will be workable!
The link you provide seems to point to a down website for now
