Switch to JuliaCall and JuliaPkg

Looks like JuliaCall may be a more comprehensive solution than pyjulia. Also, there is dependency management with JuliaPkg https://github.com/JuliaPy/pyjuliapkg We should probably switch.

Setup GH Actions for PyPi release

Should just require uploading the API secret to allow automatic push of new versions to pypi registry.
