[Bug] Dubbo 3.3.5 fails to start with Nacos 3.x due to removed /v1/ns/operator/switches API

I have encountered the exact same situation here using _dubbo3.3.5_ and _nacos-server 3.0.3_. Help me find out what exactly has happened (the removal of this endpoint).
