naptrans2018.gtx has alternative grid - nl_nsgi_naptrans2018.tif which is missing from ProjData cdn

The nl_nsgi_naptrans2018.gtx file was a legacy grid that is only needed for PROJ 4.x.x. Since PROJ 4.x.x doesn't support .tif files, it makes no sense to provide the .tif version.
