You can take a look at the [OutOfProcSessionStateStore](https://referencesource.microsoft.com/system.web/State/OutOfProcStateClientManager.cs.html#https://referencesource.microsoft.com/system.web/State/OutOfProcStateClientManager.cs.html). Unfortunately, it uses P/Invoke to call some APIs in webengine4.dll which is not OSS'd yet.
