Add info for Azure offloader

According to the new solution, the content should be synced from apache/pulsar repo to Hub automatically. So we only need to maintain content in apache/pulsar repo.

bin/bkctl cluster init fails with "java.lang.IllegalArgumentException: No service URI is provided"
