To clarify, this ticket's scope should be on pagination for the upload api. The utilization of the api by the frontend is ticketed in #1501

Closing this out since w3access will be implemented.
Need to because in initial test (per screenshots) the utilization bar never loads. This could mean users with no pinning service access will experience the eternal "loading" on that bar....
One cause is likely the json rendering. Will need to factor that out from legacy code.
