Still not seeing this on tip of `main` after trying again. Closing this issue.
This only happens when clicking on the notification UI in the bottom-right corner; on initial load, only the inner notification is visible.
I also find the "1 notification" styling to be unusual; the outer container has no outer border, while the notification inside the container has a drop shadow.
My comment above is already reflected in #13992.
There is now a bit of vertical space between the message and the action buttons:

Accepting this; @blink1073 noticed that `pip` won't work with Jupyter Server with Python 3.12. Not sure whether the root cause is with JupyterLab, Jupyter Server, or somewhere else.
