Can you do a quick check to see whether bungeecord has the same behaviour?
So usually waterfall closes the connections of your tcp pinging without problem? My idea was since you have it set up and such, that you let the tcp pinging happen...
I think with those rates, if the number of open files of a test bungeecord after a day should already indicate whether the problem exists in bungeecord or was introduced...
Just noticed that I forgot to add Waterfall comments to this. Will fix it later (approx in 35 hours), not now. If someone else wants this real fast in Waterfall,...

@electronicboy They are still individual patches. Should be quite easy to go through them individually.
Intended behaviour by bungeecord. /greload only allows adding new servers.
use viaversion packet limiter then, its per player
I mean install on paper, not on waterfall.
I do not get the reason of the paper team then. bungee/waterfall usually doesn't do much with the packets, so limiting them on the proxy does not create huge advantages...
