近邻点数少于阈值的点，初始都认为是非核心点。对这些非核心点，有两种情形：1. 对于邻域内存在核心点的则归为该核心点所处类别，2.否则仍然为噪点不加入聚类。所以你指的边界点应该属于前者即 1.加入到邻近的核心点所处聚类中。
