CO2mpas 3.0.0 Install Issue Continued

Hello Dimitri/JRC,

I tried the 4 package install you suggested, the consul seemed to get further but I still had a time out issue. I managed to try with an admin login but still the same issue. I have a screen shot but if I drag and drop as instructed here it fills the screen and I can not hit the "submit new issue" button.

I will send by email as well.
