In a similar cleanup to #1510, this PR formats the existing raw link, formalizes it into a footnote, and provides a little more context around its key management argument.
The additional parenthesis text breaks up the flow of the introduction. It also uses a raw link which should get put in a prettier hyperlink. Moved the item to footnote...
