Overdrive with the tilt option launches with any slight movement of the guitar, so it's impossible to accumulate star power. Usually it launches right after you gain the star power....
Star Power button on PS3 Guitar is mapped as select and opens stat menu instead of enabling overdrive. Tilt doesn't work at all as well as whammy.
