The timezone plugin is not compatible with React Native Hermes engine

Can confirm that this is still a problem.

Error: [Reanimated] `UpdatePropsManager` is not available on non-native platform.

Can confirm this problem and it strangely coincided with the release of `react-native 0.73.0` - Everything in our code base had been working up until 2 hours after the release...

> Downgrading to react-native-reanimated version 3.5.1 worked as a charm for me. `3.5.4` worked for us as well
