Why can't reference `InRule.Runtime.Testing` by NuGet?

Hello guys I'm a InRule user, I want create a service than can run my test suites automatic, So that I need the package InRule.Runtime.Testing, But I can not refer it by NuGet.

And when I refer it by path that in my computer, I get this error when running TestSuiteDef.LoadFrom(testProvider); The error message: Error loading Test Suite Settings 'TestSuiteSettings.xml': Could not load file or assembly 'System.IO.Packaging, Version=4.0.3.0, Culture=neutral, PublicKeyToken=b03f5f7f11d50a3a'. I think it casuse by version conflicts, can you tell me how to fix it?
