loadscope incorrectly modifying test ordering, when ordering is relevant

Looking forward to having this merged. The assumption that the scope with the most tests is the "slow" one so should be scheduled first is, for our use case, false....

Have pytest-xdist respect the order set by pytest-order

It used to do this before 3.5. I think resolving this issue will return the behavior. https://github.com/pytest-dev/pytest-xdist/issues/1083
