msys2 cannot be installed to an empty drive after msys2-x86_64-20200522.exe

I have tried msys2-x86_64-20200602.exe msys2-x86_64-20200629.exe msys2-x86_64-20200719.exe msys2-x86_64-20200720.exe except msys2-x86_64-20200522.exe, all other installer failed to install to my E:\

arping is quite useful to do network troubleshooting, such as IP confict among lots of VMs. I took a look at the arping implemention in current busybox, it's only working...
