Well, I think [`"actions"`](https://gdl-org.github.io/docs/configuration.html#extractor-actions) can be used here as a workaround.
This project is quite outdated, and still requires Python 2.7 But there's a fork that *should* work with Python 3, definitely try that one instead: https://github.com/cebtenzzre/tumblr-utils

Uh, what? This is completely backwards. Besides, simply use a shell script for something like this, automatically calling gallery-dl with different configs, different input files etc. pp.

Are you sure that you are using your own account for authentication? Please post a verbose log that shows this.

The 3 lines show the three locations gallery-dl is trying to look for a config file. This is only a convenience/customization feature, you obviously only need one config file wherever...
Did you clear/delete the cache file?
