make `run.py` work with new `init.py` fix 2/4

part 1/4 of complete fix

updating to the newest version of `discord.py` and `discord.ui.veiw` fixes most issues

Remove the link to the Pavlov discord server about the know RCON issues

Since that channel got wiped in the Nuke it’s just wasting space

add `aiohttp` to pipfile so remove the module not found error

add a start.sh file to possibly bypass old versions of discord.py

The bot is currently on an unsupported version of discord.py

I don't think this is still getting worked on but this need to be ported to 2.0 for it to work

add a few commands on the todo list
