spy_relayer: Enable docker-compose usage

This PR enables spy_relayer stack to be run using docker-compose. For basic usage, you just run `docker-compose up` and it will run the whole stack written on README.md. https://github.com/wormhole-foundation/wormhole/tree/dev.v2/relayer/spy_relayer#run-the-apps
