Incompatible VQA_MODEL.json file with latest keras version

Using VQA_model_file_name in get_VQA_model function, we get the error ValueError: Unknown layer: Merge ![image](https://user-images.githubusercontent.com/72143595/139474862-a04d2847-543b-4b0c-a450-fb10526ea246.png) Can someone fix it?
