Same for me .... Blocked at 90% on 2 Windows 11 Pcs
Use MalwareBytes and ad guard ... and Microsoft defender yesterday tested with ad guard on but disable , same pb

Tested on a second PC : blocked yesterday and uninstall yesterday : On this too , it's Ok Now (first open in admin, Ok and after in user mode Ok...
For information : this morning tested on a 3nd PC Classical exe : ask me for firewall windows (local and not locally) , accept , and finally after install block...
