Windows build wont get any hublists. Endless loop that also messes soft layout.

Latest Eiskalt from sourceforge. Installed on latest windows 10. All works ok but soft wont get any hublists parsed. Reconnects in endless loop also prints hublist address in a window...

From my apache logs:

157-52-5-149.cpe.teksavvy.com - - [27/Nov/2018:13:13:02 -0500] "GET http://checkip.dyndns.org/index.html HTTP/1.1" 403 - "-" "EiskaltDC++ v2.3.0" I get flooded with this bs massively - 20 entries per second.

Pinger gets disconnect in versions 2.23+

"errcode":220} Error: code 20: No CID/PID/NICK/IP found in your INF.
