I don't know about sega cd but for neogeo lemuroid uses fbneo core which requires matching romsets. [Read this](https://docs.libretro.com/library/fbneo/)

Maybe it would help someone. You can also 1. open menu 2. mute game (seriously!) 3. open menu again 4. close game 5. open game again Sound should work again...
