Yes, it was already implemented this way.
I mean it doesn't save files on disk, convert RTMP to HLS on the fly, by default. If you need to save chunks on disk use Nginx RTMP plugin
If I understand you, do you need some directory with ts and m3u8 files to be served to the internet? Then you need to just set up a file server...
