Can you also have a look to tests named `Xtest` ? We put a X to disable them, but I think we should do something about them.
Which branch are you using? 'develop' is now compatible only with QGIS 3.2 indeed. If you still want to develop on QGIS 2, you need to use the 'inasafe_4' branch....
