fix github actions linux builds and add them to releases

the linux builds by github actions only have c# which breaks the vita compiling somehow and they aren't pushed to releases

unsure if this already exists but there seems to be no way to exit a game without closing the entire emulator it'd be nice if you could use a joystick...
