there is a reason for that an looks like its done on purpose: https://ckeditor.com/docs/ckeditor5/latest/features/headings.html#heading-levels

The location field is still broken and i see 2 **_find time_** buttons. 

i can reproduce the bug on stable3.7, but the issue is fixed on stable4.0
