You have to feed it orc skin to tame it :)
I could change it to everybody can ride it when it is tamed, what do you think?

Rhinos are super rare creatures and spawn only one time with a desert well if I remember correctly
I recommend to use the command /playerstats to set the appropiate level for each player :) such a feature isn't in the scope of this mod
