I think you guys might also need some sort of a rules and constraints intermediary ontology, that would aim to guide the merging process when combining multiple datasets.
Well you probably need something like https://www.w3.org/TR/shacl/ on top of it, to define ontology "shape" constraints. I was thinking this would be beneficial especially if there are highly nested datasets...
