IGCL Compatibility Regression

Previously working IGCL calls are now returning unavailable or incorrect size errors. Unavailable could indicate absence of the metric for current device or absence of the endpoint itself. Incorrect size seems to be a versioning error where an update to driver has rendered older interface accesses incompatible.

Behavior has been verified with older releases of IPM known to have been functioning without error at the time of their release. Verification with other devices is forthcoming. Might be worthwhile to revert graphics driver and check to see whether error persists.
