PCLatency and prefix fix

Greetings there, why the actual build of presentmon does not measure PCLatency and Frameview 1.6 does? Also FrameView 1.6 have an bug of adding an weird prefix to the ms measured (45998 and 45999) before the actual measured unit (meaning that it showns 45998X.XX ms where X is the actual reading value.
