GpuBusy from other processes

Current GpuBusy only measures the target application's GPU work.

Even if GpuBusy is low, the GPU can be the bottleneck due to other processes doing lots of GPU work.

This is also relevant to (at least AMD's) frame-generation/scaling tech since it is done on a different process.
