Add toggle for DXGI_PRESENT_ALLOW_TEARING
The stats with and without tearing allowed don't seem to be much different when the values stabilize. Not sure if that's a sign of a problem, but at least the infrastructure is there.
Depending on settings, the stats and visualization seems to stall, but that happens without the change as well.
