Email: Improve email received by user when dataset has been reviewed

When a submitted dataset has been reviewed, the submitter receives an email looking like the one below. This email has some issues including:

• Name of dataset and country in the title are referenced by codes not by actual names;
• Content of the email might not be very clear for users;
