RS not seeing block meta data.

#### Issue description: When creating a block for Environmental Tech, RS does not seeing the meta data of the block and thus all recipes using that block are invalid, i.e.:...

I just got the latest build and comparing that with the original one I have, the RefineryPlus is not faster. It goes at the same speed as a regular Refinery....
