Add possible emoji picker or native emojis

Should be possible to use native emojis or select others from other systems using an emoji picker like: [Emoji Mart](https://missive.github.io/emoji-mart/).

If there are a lot of files and folder the custom rule icon color does not work.

**Describe the solution you'd like** Possibility to change the prioritization order for custom icon rules through moving rules up and down. The first rule has always the highest prioritization.
