 don't show no notifications text if patch notes
write tests to make sure update notes can only be seen by users in the group
write a test to make sure the no notification message appears correctly
this is addressed by the new theme feature

When the case is locked, I can still toggle the checkbox. That shouldn't be possible.
Could you move the lock to the left of the checkbox? So all the all the locks line up horizontally.
