Added a fix to prevent outpost exploit. Added a new flag war setting to only conquer outposts. Fixed negative upkeep

This pull will likely not get merged as it will break the operation of outposts.

Delete FAWE and see if it still happens. WG should not be performing any permission checks through Vault upon shutdown. I can only assume there is some async task running...
