ROS Noetic EOL: beluga doesn't build on buildfarm

Hey maintainers!

Are you aware that ROS Noetic End-of-Life is May 31st, 2025?

Your package doesn’t build on some platforms on the ROS 1 buildfarm:

• https://build.ros.org/view/Nbin_ufhf_uFhf/job/Nbin_ufhf_uFhf__beluga__ubuntu_focal_armhf__binary/

If you want to fix this, you must fix the issue and make a new bloom-release by May 16th. If you want your last ROS Noetic release to include new features, then you must bloom-release before May 13th.

@sloretz we are aware, see #389. It's unlikely we'll fix and re-release before Noetic goes EOL. armhf is exotic enough these days to not have received much attention.
