Can we cross compile it from Linux to ARM64?

I wonder if it would be possible to Cross compile PureDarwin for ARM64 so we can run it in QEMU's aarch Emulator.

I want to create a bootable floppy image, so i can check out this Linux version on QEMU, How can i do that? Is there something like rawrite.exe i have...
