So, I just spent several hours trying to figure out why fwknop-server kept rejecting my new GPG keyring. It turns out the base64:hQ= magic number for GPG is not static....

Fixes build on Win32 with VC14. Do defines similar to what cURL does. Also add better GPG support on a Windows build.

Hi, Looking at the Unix GitHub release packages for 3.0.0.0 (https://github.com/BiglySoftware/BiglyBT/releases/download/v3.0.0.0/GitHub_BiglyBT_unix.tar.gz). The biglybt startup shell script seems to be in DOS/Windows line endings, which causes a problem with most shells....
